In November 2001, the Governor's Subcabinet for International Affairs was established (Executive Order 01.01.2001.20). To enhance Maryland's competitiveness in world markets, the Subcabinet is to devise a strategy for pursuing business, cultural, educational and governmental priorities in international affairs. The Subcabinet also will coordinate and evaluate the international activity of State agencies, and oversee protocol functions.

Chaired by the Secretary of State, the Council consists of five ex officio members.
