    Final Report to Governor & General Assembly due Sept. 1, 2003.

    The Commission on Maryland's Fiscal Structure was created in 2002 (Chapter 343, Acts of 2002). The Commission is reviewing and evaluating Maryland's fiscal structure. It may recommend changes to the processes by which levels of spending and capital debt affordability are determined, and the annual State budget is developed and enacted. Current taxes, including those levied on income, sales, property, and business, will be examined to ensure the equity, efficiency, and progressiveness of the State's tax structure.

    Future funding needs for education, transportation, and health care and the State's ability to meet those obligations also will be addressed by the Commission, as will inefficiencies in State government, its services and operations. Finally, the Commission is to consider changes in the tax structure to make Maryland more competitive in economic development.
