The Federal Homeland Security Act of 2002 established the directorate of National Capital Region Coordination for Emergency Response to ensure adequate planning and allocation of resources among jurisdictions in the National Capital Region. That region includes Maryland, Virginia, the District of Columbia, seventeen local jurisdictions, regional authorities, and private companies responsible for critical communication and electrical infrastructure.
